"Would this speed up (or slow down) the decision making process?"
My 2 cents worth says that it would slow down the decision process because those politicians think they have more time and thus no need to hurry. The loner it takes the better is the justification that it was a difficult process and they worked well for their constituents.
And of course the natives want for things to slow down also so they can discuss to no end their share of the pie, the longer the greater the share is likely to be.
