Building a rail bridge is much less intensive than building a 4 lane road bridge. Its not like a cruise liner needs to go under it. I still think we are in for a major infrastructure above and beyond a railroad. There will be all sorts of road/rail upgrades and services sent north from many directions. All done with FNs input and control. Some going to communities and some bypassing closer at FNs desire.
