The "unless" is standing for the reasons that you describe which are hitting the spot .

FN doesn't come as one in dealing with their affairs but when it comes to a crunch they go their own sweet way ;

those small pockets of people unfortunately don't have much of a chance to make Big Boys policies changes but together they would be able to dictate their terms into a negotiation.

Any way the government should be the defender, in reason, of the small minorities ,not having a strong voice in the matter, on their rights for a better life after all they are Canadians like the others.
