wondering about 'haves' and 'have nots'

as mentioned some fn who are close to the situation and who will be directly involved with the events, will receive jobs and monies.

i'm wondering if those who will 'have', will share with those will not be directly involved and therefore not receive the same overall benefits.

perhaps a certain percentage will be put aside by the 'haves' and this money would then go to communities not directly affected.
