SSSH, they're trying to keep it quiet. The intention is to do bits here and there so it doesn't show up on anyone's radar screen. That way, when they are ready, they can just quickly join the sections together and they have a highway. Not only that, but this way they can bypass that 600mill estimate to build it all at once.
