My guess is McGuinty will pattern his program on the Que gov mining initiative which was embraced by the mining community in Plan Nord. Province will be given an equity position in the mines instead of increases in the tax at source. This makes more sense and is smart for the long term as these mines and ores will increase in value on an extended go forward basis.
