Edge,

I think the E-W road is a done deal for the reasons you said in your post (to serve th FN communities and NOT Ni operation).

For the N-S corridor I would venture a guess that it would contain more than just the RR. If I were the Governments (both Ont and Fed) I would build the road as well. Might as well squeeze the two in one transportation corridor...more cost effective (the bridges over the large rivers can serve both rail and vehicular traffic) and efficient environmental review.
