In Feb/2011 I spoke(and posted) my coversation with Paul Semple regarding the building of the RAMP (early revenues; more stable underground drilling platforms, etc,etc).

In this conversation in which Paul said that the Permitting WAS the critical path, I specifically asked Paul if there was such a thing as a "pre-permitting process". Paul said there was, and that he would take advantage of it if the opportunity presented itself. He said that this " Pre-permit" would enable the bringing in (over winter roads) the necessary heavy equipment to build the RAMP.

Could not this same/similar heavy equipment be used to early start the road that Nakina Girl has heard about?

This pre-permit would enable the road/RAMP start in calendar 2013.
