Connector Route is Not Winter Road as I guesstimate. If it was then they would say so, why differenciate from the other categories?

YES, the cost assigned is very low BUT they may just be laying down gravel as a prerequisite for a proper bed. With the ground frozen it may be an ideal time to do the initial layer.

Any how, I am just speculating and wishing, K & RH may be 100% correct. Ed.
