I on the other hand do not think it illegal.

What is illegal is the providing of information to some at a disadvantage to others. As long as management can keep a lid on what ever info they have then they can do so without suffering any legal penalty.

However they are acting unethically if they hold for very long, in this shareholders opinion. I suspect that they have some valid reasons for doing so and IF that is the case then I am all in favour, by default.
