K: you said "Will they just do normal opening of the road, or put some extra work into getting equipment and supplies in to allow summer work to commence.

If the permiting is going well, they will do this via an interim permit, per my conversation with Paul Semple back in Feb/11. Locals should be able to see if it is happening.
