In the link I provided for Wes Hanson Scotia mining presentation two days ago, if you scroll to the time 19.12 it was interesting to hear Wes say,

"hopefully THIS YEAR the gov't will step up to the plate with an infrastructure announcement." During the AGM infrastructure announcement was expected early 2012, in this presentation two days ago, the words "this year" are used.
