"Surely with that type of money, we can provide housing and get rid of black mold."

Maybe I am missing something here. Anyone living in a damp area such as alongside a river, in a boggy, swampy area (SFF's words), has a potential problem with black mold. I have had to deal with it on several occasions in my lifetime. A simple way of dealing with it involves a minimum amount of bleach and a bunch of elbow grease. It does not require a government funded mega project involving evacuation and rebuilding. The actual cost of the bleach would likely be less than it took to fly one expert in there to look at the situation. The only other requirement would be a bunch of elbow grease similar to what you or I expend in a normal day providing upkeep on our household, without government support.
