I believe Cliffs will still build and operate a smelter in Canada if they are allowed to build the open pit mine. They want to be able to ship the extra non US/Canada production ore to other countries if demand is there. PROBLEM IS, will they slow down or stop production in N.A. after getting what they want? I think YES, so don't let them. Will they give up on supply in N.A......No, I doubt it. Noront/Baosteel can do it. Baosteel can take over their claims and pay them peanuts like Cliffs did to us.
