When you click on the link, in the middle of the link page going across the page there are the following headings:

If you click on milestones you get the 1st link below

when you open the link you will see that the info. Noront supplied June 2, 2011 is insufficient and is still outstanding...that is why the application is still sitting.

The info is not complete because gov't infrastructure will inmpact the details.
It makes sense to wait to see what the gov't offers and then to finish off the missing info.
