It never was a corporate strategy imho. It is a strategy by the hedgies to control sp by which to shake out the retailer.
Previous administration was too positive and made it difficult for the hedgies to gain control at a cheap price.
Of course not appearing valuable may have thwarted an all out buyout by a biggie.
