Well it depends on what you or him consider to be the cusp.

To me being on the cusp means being on the verge of receiving news that infrastructures will be provided.

That news could have been a year ago and it could be as long as two to three years from now.

Do not fall for the political promises. The delivery of those promises could take years.

Yes that is the most negative version I can think of.

However I am optimistic and believe that news will be in the next couple of weeks ( was to be by end of May? ) to some time before Ontario election.

So to me we have been on the cusp for almost forever.
