Where the meat comes in is with the specifics. Yes just before election. I am betting on a commitment for a road into the local communities and including the ring.
Power and rail would be just icing on that cake.
The sp in my opinion should immediately go to about 2$, slowly rise to a peak of about 3 days later and then settle back near 2.
The company is probably holding info back to grease the rise just after the government announcement. If that happens 7$ is a very likely possibility.
