the oratory today was very careful not to go gang busters on spending in the north as there are a lot of southern voters that would come up with more than enough reasons for why money should be spent in the south for the betterment of the greater portion of the population. Most people will never read the full document or for that matter any of it, except for very strange people like Babjack who read it in the first five minutes that it was out. :) So needless to say more detail or outline would be divulged there and not in the "throne speech". I think there is enough language in that document to indicate that everyone involved thinks this thing is going ahead. When they figure out who is dancing with who, it'll blast off. People standing on the sidelines may want to see this as a cue to step up to dance while there is still room on the floor.
