First of all nothing will happen unless the natives are satisfied.

As a previous comparison was made to Dallas stadium, the natives can not be protesting all the time to everything otherwise nothing gets done and everybody looses, especially them. So I do not worry much about threats of processing being done is other jurisdictions.

The Ontario government is badly off financially and no matter what party is in power, they are limited as to what they can provide in a timely fashion.

There are not many voters in the region so it is difficult to justify highly expensive projects from the government in Toronto.
All the political parties need to wake up to the fact that northern Ontario needs development infrastructure wise, it is long overdue, and they need to cooperate to get it in place.
Once the roads are built and power delivered the area will get populated and so will the voter support, but it takes leadership to take the initiative to make these things happen. They will not happen by default.
