Different oxidation states; much different toxicity. Cr(VI) is the "bad stuff" about which the "Erin Brockovich" film was produced. Chromite (the mineral found in the RoF) is Cr(III). See http://en.wikipedia.org/wiki/Chromite_(compound)

Now, doing Chromium production is another matter. I am certain I wouldn't want a smelter in my back yard... FN take heed.

Besides, Noront is all about the Nickel/copper/PGE.
