You may well be right, but the Ontario Government pushed the then Temiskaming and Northern Ontario Railway up through that country many long years ago and continues to have a vested interest in it. The technology now is light years better.

The ONR is a good start and could facilitate use of the massive Sudbury mining facilities. Over the last century, Thunder Bay was not a glimmer of a mining centre as compared to Sudbury, not to speak of Timmins and Kirkland Lake. As far as the final leg goes, they say "build it and they will come".
