Agreed Scarff they do have the best equipment, but what happenes on the monitor is just the last part of game. This is just my humble opinnion, but i would think that the game is started under the vail of secretcy with all the particpants present. To prove manipulation in a court of law would be vary hard and ridden with monitary expence making it prohibitive to prosucute. So with a due respect to the OSC they need more investigators to do their jobs and with new rules and mandates to put a chinck in the manipulaters armour.
