There have been a few rumours about NOT wanting to start extraction in the next year. That seems ambitious to me. I wonder if the original poster meant extraction on a commercial scale, or extraction of bulk samples?

Regardless, I have a question about the use of a winter road for pulling ore out. Please don't jump on me as bashing, but I question the utility of this approach. Realistically, for how long each year would a winter road allow access of trucks hauling heavy loads? I can't imagine that it would be for very long, having worked on some other [much better] permanent haul roads. To me, the railroad seems to be much more logical, although it is unfortunate that it will be a few years before it could be built.
