You missed nothing. The pipe is not needed if we want to wait for the rail line to be built along with local roads. However as per comments from management, they do not want to wait five years and be tied down by other's progress or lack of. That means building a pipe line then from it by truck to nearest rail trunk and by rail to where ever, even China.
