It would be interesting to know what information you base this statement on.

From what I have been able to determine, it is a pretty sure bet that no one will proceed with development of the needed infrastructure unless they are sure they have the eagles in their back pocket, period. There is no way the fundamentals can be twisted to justify the expenses required otherwise.

It is, though, feasible to develop the Eagles as a stand alone venture, without the chrome.
