Yes to the first two questions and I don't see why to the second. It is not an issue that has been raised, it is a simple point of fact that I had reason to introduce to another poster in the clarification of some circumstances for the persons involved. Everyone should understand privacy issues in any public communications system.

Even if hub leaders flagged themselves they wouldn't be handling the complaint. Others may flag the post but again it would not be up to the "defendant" to in any way affect the proceedings. Agoracom would handle that. The leader being flagged would simply know who has filed it.

Firstly it is your perfect right to flag any post if you think it is warranted....and I support your right to do so whether it is mine or anyone elses. If there is a significant delay in response you should inquire to Agoracom for clarification.
Some site leaders also have the ability to ban individuals in addition to removing posts, but of course banning is a rare occurence and removing posts is not that terribly frequent either.
