I believe he may mean that If Cliffs has the North American market if they can mine then its worthless to Noront to try the rest of the world. Not worth the competition, Now Xstrata may want that job. Noront needs to find more nickel that is close to Eaglenest or another Eagle that is larger on its own. There is enough to mine now but not enough to satisfy the investors in a new area.
