Cliffs would go after PRB before NOT, not at the same time.

I wouldn't say there is much buzz about a take over in the immediate future with Noront.

Perhaps there is even potential for a Noront and Cliffs joint venture down the line with Noront running a mine at Eagle one, and Cliffs running one elsewhere. Sharing the cost of the infrastructure. Just a thought.
