Who ever enters a sell order 5 cents below the bid price? It would have to be a mistake or blatent manipulation.
They place the sell minutes before market opens and withdraw just in time to not trade, in the mean time Bids and Asks are influenced for opening trades.
OSC where are you? Are you on the job? Hello?
