It could just as easily ended at $1.20 or 1.21.

Note, somone waiting to the last minute was desperate to get some even at 1.23. Where was he all day particularly 10 minutes before?

Probably waited for a price below 1.20 and not obtaining settled for what he could at last moment.

Also note, TSX revised the order of last trades.
