First,
JJ's comments explaining the nature and diversity of the Chromite association is correct but let's assume this Chinese entity (JJN) is not tied to the ICDA as they are mainly Nickel/Copper focused. Her explanation of Wes's quote and that it was taken "out of context" is what a PR person is supposed to say. Let's assume there is some truth to her words,... or was she veiling her answer?
I've done some DD along with reliable DD from some people that are onboard the NOT train. Here's some of what we know:
The Chinese are here! (in the ROF) and have been here for a while.
(Sinocan Resources)They have signed a Memorandum of Understanding with FN Moonias...get this, back in 2008. !!

Jilen Jien (JJN) and Liberty Mines (Timmins) good topic for you to review. Shows how the Chinese bought in 10% of Liberty for around $4M then 50% for another $30M. This is a great example of the Chinese buy-in method.
JJN market cap = 18 billion CLF market cap = 7 billion
It would appear that it is likely that CLF, the "Mid-Sized" Mining Co. , U.S. based, may not have known certain Chinese interests were afoot until most recently. Strange things go on in the North that understood by few. CLF would not have the corporate spy mechanism that a BHP or Xastra would operate from. CLF may not have had their ear to the rail resulting in the recent hurried announcement of SPQ/KWG buy.
Hurried, I say because. Like a bully returning to the playground to assume "control" after learning of a possible encroachment, they portend a non-chalant style offer, for just one of these companies. Like saying okay I only want one of you to beat up right now. Show's dominance, no need to announce they'll be back the next time. Meanwhile the playground is scattered with players, who begin to cling to each other in fear. Hurried because it is practically 4 months to the day that the CLF FWR deal was concluded when this bid comes out. Which has not been formally presented to either board yet. Another pathetic offer put forth, which they will get.
So we will expound a bit more and theorize: This Chinese entity and NOT (JJN) could have a buy-in agreement based on the deep drill results. Perhaps at 10%, with oodles of working capital for development use. CLF is freaking out! NOT sit's back and watches the dust settle before announcing any news, all the time knowing they will have new firm backing.
All this with the approval of all the other Front of the House and Back of the House investors. It's a short list as far as who is in control. The big boys know that with a bit of Chinese capital comes more. A big stinky security blanket more! They will allow for the buy-in knowing all the while they still have control. (JJN's) method of aquiring the 50% stake will be harder to achieve. It's just not done like that, with these characters, this is the game to them. How I got rich stories are born from this kind of action for them. We are just wee bit parts in it. CLF needed to move more urgently all of sudden . They hire a VP for Chrome and other metals and the next day he is put out to announce his first deal. We are all somewhat in agreement that CLF displays all the things we think are indicative of them knowing that the nickel glory they thought would someday be theirs is now, NOT. The recent slump in their share price, above and beyond the Euro story pressure, would indicate that an big CLF investor also sold off. Rediculous to think they would'nt just be happy with their investment in the Chromite story wanted the nickel glory, that's ...NOT. The Chinese are looking for the cheap deal much like CLF except this ruins the clear shot takover from here on, hopefully.
