hI, I presume that you have spent time in the military? Since when is the lower exchelon ever made privy to what the elete are thinking or doing, even after the action?
I often wondered how my senior officer ever did anything correct, but somehow, he managed to luck out and kept me alive, or was extremely efficient and had tactical information / knowledge that I didn't possess.
So it is with our ROF operation. it is simply a case of trusting them to do the best for themselves, as well as us. If you don' t have this basic trust, then you are certainly foolish to stay in an operation such as Noront. I am in for the final.
Final point, maybe they are required to operate this way because of prior contracts or agreements.
