Note that these asks, or bids, that are at near even prices are not likely to be price manipulators but individual retailers trying to fill up or taking profits. Manipulators are rarely tied to any particular price, while retailers particularly those that do not have time to monitor trade activity tend to put in offers at even numbered prices.
