That comment about swamp land was probably a vailed comment about Cliffs open pit mining of chromite.

Basic infrastructure in place, the open pit just may be the Achiles's heal for Cliffs if the natives have their likely say regarding the matter. This problem could propel Noront's chromite mine in front of Cliffs, time wise.
