Air strip permit, commitment to road construction and path near their communities, rail line built along with mining operations thus associated jobs with all of these, these are the major issues that the natives need for them to fully participate and benefit.

The air strip permit should be only held up if there is something improper about it's construction, I mean safety wise and not political correctness.
Could it be that some bureucrat had his hair ruffled thus holding back?
