So I emaield Genuity asking your question, why put out a target of $3.50 and not buy any and only sell when its at $1.50. Here is their lame reply:

Genuity buys and sells stocks on behalf of its institutional clients (various funds). Despite our positive recommendation of Noront as a Speculative investment, we have facilitated selling of NOT as some of our clients have decided to sell the stock, presumably for portfolio management-driven reasons.
