First Nations, is the government of that area...

we are dealing with a government which is not being respected...

And you're right in most foreign countries, multinationals need to employ locals. And even educated them. and even build a school. and even buy things like a computer, a blackboard... a teacher... :) its quite normal. This moment is not a problem, its an opportunity...
