Independent of who owns what in the end, Canadian laws basically would force any company to do the majority of the processing of Canadian mined resources to take place within the country. Also the various provinces have at times been pretty tough on insisting processing(jobs and taxes) within their own province. Just look at Newfoundland and Voisey's Bay.

In providing permits, emissions standards etc, the provincial and federal governments control all these things
