500mW required / 25mW per unit = 20 units.

20 units X $25million = $500million

Not too sure how that stacks up to traditional infrastructure, but it could be a good deal when you consider it includes the cost of your electricity for 5-10 years! Also, for large projects like this maybe a larger unit could be developed? Fewer larger units would be less expensive than many smaller ones.
