Why a Study Now?

Am I missing something here. Why does NOT want SNC to do a exploration study when Cliffs already stated that they want to build a RR? Would it not be more feasabile to have both NOT & Cliffs get together and pool their cash in order to get the infrastructure in place? I am not against SNC doing the study as I know that they are a world class company that not only builds roads, railways but even cities. Having SNC do the leg work will certainly get NOT from an exploration company to a mining company once the transportation problem is solved. The whole area in the ROF will benefit but it would be nice to have other players in the same ball park.
