The problem IMO with just buying the ROF assets is that the NOT shares won't flow to the FWR shareholders. FWR will still exist and it will hold the NOT shares, just like it does with QUC. Many of thoses buying FWR, on the cheap to get more NOT shares will end up holding those FWR shares.

FWR is very unlikely to go to the bother to spin out the ROF assets into another FWR subsidiary (like QUC) just so NOT can buy that company and issue NOT shares to the Newco shareholders.
