In realistic terms, I suppose, if the take-over company acquires 90% of the shares, the remaining l0% must surrender theirs at the takeover price. However, the legal status is that the holders of the last l0% do have the right to proceed to a court hearing to establish a fair price.

Since 90% have accepted, it would be extremely difficult to get a judge to agree to a higher price, but the legal path to doing this is available. You might consider this the "faint hope" route to a higher price.
