Just to clarify; He said he believed they had at least 10 m in bank and with the runup they may want to top it up at these prices. His second and third picks were EVG and EAS. In both cases he said he thought they had about 10m in bank. I read it as a basic figure he was using to indicate what he thought was a required amount of cash.
