Windfall makes sense for the new jv partner/operator because it's almost certain they can punch holes in high grade and promote the hell out of their prospects. Getting to production isn't as important as getting them recognition and something to promote. Noront isn't interested and anything Noront could find themselves wouldn't help their shareprice as it wouldn't be of interest to those looking primarily at E1 etc.
