All season road Nakina to Marten Falls

On the presentation it shows the road between Nakina and Marten Falls as an all season road under construction. I went back to some previous presentations and they show the same thing.

I do not recall hearing anything with this "winter road" becoming an all season road under construction.

Does anyone know if this is in fact, taking place.
