To repeat the most logical answer posted earlier. There is a large holder of shares with very low cost who wants out and doesn't care if they do it at less than they could obtain over a longer time frame. The suggestion that it is a Charity does make sense but can't be confirmed.

Noront Management are saying they have no idea why and if we can trust them then it's not anything to do with exploration results pending.

The TSX (V) would ask Noront 'why' and if they didn't like the answer could call a halt until they get an answer they like. At this time all we can do is watch while somebody dumps and somebody takes advantage of this.
