Put a road in, let the Feds develop a system of secondary roads to create access for the remote First Nations (who want it) and then have the Feds pay for the maintenance of the road from the money they will save by reducing the # of remote fly in communities and the cost associated with servicing those communities. This could then be classed as another indirect benefit derived from a mine development.
