This is only speculation on my part, but it occurs to me that after the NOT board "takeover" that all affiliation bets are off amongst SQP, NOT and FWR to say nothing of others. As a result it would not surprise me to find a certain disregard toward Noront as the others look to serve their own interests. In other words, if there had been tentative liason potential before, it may well count for less now. The equation of the ROF has changed. Just a supposition.
