Speaking on first hand experience- the payoff is a way of life in Mexico, maybe Illinois also. The worst areas are along the borders. The Mex gvt under Fox arrested the heads of the cartels and basically created a power vacumn and they are fighting amongs themselves for control. Some of this has already spilled over the border into Texas and might be what it takes to get more attention. They will never stop the Drug cartels until the people in the US and Canada stop doing the drugs they produce.

I was in Cabo San Lucas during thanksgiving and The guy I was with goes all the time and is failry affluent. He pays this Cop/federally to drive us places and basically be out chauffer while we are there. That being said he can get you "anything you want" if you have something for him. I loe the people down there as most are good but there is some really bad a brutal things going on and appear heading North.

That being said I would love to go back and catcha few more Stipped Marlin, Dorados or let me battle a Blue and see what I got.
